Floyd Woman Arrested After Emaciated Horse Discovered on Property

FLOYD, NY — A Floyd woman is facing animal cruelty charges after authorities discovered a severely malnourished horse on her property late last month.



On July 28th, the Oneida County Sheriff’s Office responded to an anonymous tip about a potentially neglected horse on Rabbit Road in the Town of Floyd. When deputies and investigators arrived, they found a female quarter horse named “Girly” in alarming condition, extremely thin and clearly in distress.



Girly was immediately transported to a certified veterinary technician for overnight care. The following day, she was examined by a veterinarian from Oneida Equine Service, who confirmed the horse was in a state of serious emaciation.



As a result of the investigation, 35-year-old Katelyn Carstenbrock of Floyd was arrested on Saturday, August 2nd. She has been charged under Section 353 of the Agriculture and Markets Law for overdriving, torturing, and injuring animals, as well as failure to provide proper sustenance, which is a misdemeanor offense.



Carstenbrock was issued an appearance ticket and is scheduled to appear in Floyd Town Court at a later date.
