UTICA, NY — On July 1st, 2025, a sharp-eyed Utica Police investigator noticed something suspicious while walking through the booking area, a single corner-knotted baggie lying on the floor, likely discarded by someone involved in a criminal investigation.
A closer look revealed an additional 19 baggies hidden inside a nearby garbage can.
Reviewing surveillance footage, officers saw a male detainee removing the baggies from his mouth while seated on the booking bench and trying to get rid of them when no officers were watching.
Although the man had already left the booking area, police later identified him as 49-year-old Steven Brown of Utica, who was on New York State Parole Supervision at the time.
On July 29th, officers located Brown at Parole and brought him in for questioning. He was charged with Tampering with Physical Evidence and Criminal Possession of a Controlled Substance in the third degree in connection with the discarded drugs.
