Inmate Caught with Glass Shards Inside Jail Cell, Faces New Charges

WHITESTOWN, NY — A Utica man already behind bars is facing a new set of serious charges after deputies say he was caught with dangerous contraband inside the Oneida County Correctional Facility.
According to the Oneida County Sheriff's Office, on August 1st, 2025, deputies from the Road Patrol Division were called to the facility on Judd Road in Whitestown after jail staff reported a troubling find. When deputies arrived, they discovered that 55-year-old inmate Lance Carter had somehow obtained and concealed glass shards from a broken light fixture inside his cell.
Given the potentially deadly nature of the contraband, the case was quickly handed off to the Criminal Investigative Unit. Investigators say Carter not only possessed the glass shards, but also caused damage to jail property and displayed threatening behavior.
Carter was charged with Promoting Prison Contraband in the First Degree, a Class D felony, along with Criminal Mischief in the Fourth Degree, Harassment in the First Degree, and Menacing in the Third Degree.
He remains in custody at the Oneida County Correctional Facility, awaiting centralized arraignment on the new charges.
